Executive Board
The Executive Board supports and advises the Board of Trustees. It manages the foundation and represents it in fundamental matters vis-à-vis authorities and other organisations. It also coordinates the activities of all implementation agencies. The members of the Executive Board are elected by the Board of Trustees.

Board of Trustees
The Board of Trustees is the highest body within the Substitute Occupational Benefit Institution. It is made up of an equal representation of the national umbrella organisations for employees (Swiss Trade Union Federation and Travail.Suisse) and employers (Swiss Employers’ Association and Swiss Union of Crafts and Small and Medium-sized Enterprises), with five members each. The public administration is also represented by one member without voting rights.

Board of Trustees Committee
The Board of Trustees Committee is the body responsible for general management tasks. It submits proposals to the Board of Trustees for all business matters insofar as it is not able to do so on its own authority in accordance withthe Organisational Regulations.

Asset management Committee
The Asset management Committee is the body responsible for the foundation’s investments. It submits proposals to the Board of Trustees for all matters relating to investments, insofar as it is not able to exercise these on its own authority in accordance withthe investment regulations and the relevant appendices.

Implementation agencies
In accordance with Art. 60 BVG/LPP, the Substitute Occupational Benefit Institution is obliged to create regional branches. It currently operates these in the three language regions of Zurich, Lausanne and Bellinzona, each with the following areas of responsibility:
- Occupational benefits in general and risk insurance for the unemployed
- Management of vested benefits accounts
- Carrying out reinstatement controls
Auditor
The auditor audits the management, the accounting system and the investments annually. It also monitors compliance with allocation in asset management and the statutory provisions.
BDO AG has been the auditor since 2016.
Pension expert
The occupational benefits expert carries out an annual review to determine whether the foundation ensures at all times to meet its obligations. It also checks whether the actuarial provisions on benefits and financing comply with the legal requirements.
Patrick Spuhler, Prevanto AG pension expert, has been working as an expert since 2003.
Investment Controller
The investment controller monitors compliance with the investment strategy and mandate specifications and reports to the foundation’s governing bodies on a quarterly basis.
PPCmetrics has been the investment controller since 2010.
Supervision
The Substitute Occupational Benefit Institution is supervised by the Independent Regulatory Commission Occupationl Benefis (OAK BV).
